HIRARC

What is HIRARC


HIRARC is an integration tool to identify, assess/measure and to control hazard and risk of any workplace and its activities. By strictly implementing it, it will eliminate, reduce/control the possibility for any accidents to occur.

It stands for Hazard Identification, Risk Assessment and Risk Control. An universal method widely used by Occupational Health and safety practitioner in any field of industries.

According to Clause 6.1.2 of ISO 45001, there are 3 elements for organization to deal when managing the risk at workplace to prevent or minimize the chances of peoples to get injury or ill-health. They must establish, implement and maintain a process(es) to manage the hazard-risk as follows;
Element 1: Identification of hazards
  1. how work is organized, social factors, leadership and the culture in the organization.
  2. Hazards that generated from routine and non-routine activities and any situations within the organization.
  3. Past relevant incidents, internal or external to the organization.
  4. potential emergency situations.
  5. Human interaction (workers and non-workers) and those might to be affected.
  6. Other issues of work areas and its vicinity. (control and potential un-control situation)
  7. Changes in organization - operation, process and/or system
  8. Changes in knowledge and hazard information.
Element 2: Assessing the risks
  1. Assess OH&S risks from the identified hazards in Element 1
  2. Determine and assess the other risks associated with the implementation.
Element 3: Assessing the opportunities
  1. OH&S opportunities to enhance OH&S performance
  2. Other opportunities for improving the OH&S management system

Practically, HIRARC process that includes ALL of the following elements;
  • Identification/classification of all health hazards (e.g. acceptable – significant or insignificant, uncertain health hazards
  • Quantitative assessment of risk for all uncertain hazards
  • Control of unacceptable health risks via appropriate counter measures (e.g. personal protective equipment, engineering controls, product, substitution etc.)
  • Annual reviews of effectiveness of the process
